Well lets see.. Indiana is a state, its cities contain the most popular fast food restaurant chains as do most other cities in most other states here in the US. By law and to promote good business, the product being offered by a fast food place should be consistent with all other similar restaurants of the same chain... meaning that "best" usually depends on the fast food type.. not the fast food place.

So if you are referring to those places other than the fast food chains... then nevermind what I just scribbled.
