I'm looking at my Kansas CDL handbook and I don't see anything that specifically states you can't get a CDL if you are a convicted felon. You can get your CDL suspended for committing a felony in a CMV (commercial motor vehicle), or you can permanently lose your CDL for committing a felony in a CMV involving controlled substances.

The only restriction involving CMV's, CDL's and felonies would have to do with a Haz-Mat (hazardous materials) endorsement. To get the Haz-Mat endorsement, you have to pass a State and Federal back-ground check for threat assesment. yes he can get a cdl, but not to many places will want to hire a convicted felon, especially to drive a company vehicle. . So unless its for your own personal business.

Due to New Federal law, They may, depending on the conviction. They may not hall hazmat. Many companies are going to not hiring them. This all due to 9-11.

Well there is a lot of factors involved.

Is he on probation? Can he leave Kansas?
Does he have a current suspended license in that state?
Will he be visiting or staying permanently?

Is he a U.S Citizen?

i dont see why not .,,,,call the dmv in that state and ask ,,,,only takes a minute...
