I'm looking at my Kansas CDL handbook and I don't see anything that specifically states you can't get a CDL if you are a convicted felon. You can get your CDL suspended for committing a felony in a CMV (commercial motor vehicle), or you can permanently lose your CDL for committing a felony in a CMV involving controlled substances.
The only restriction involving CMV's, CDL's and felonies would have to do with a Haz-Mat (hazardous materials) endorsement. To get the Haz-Mat endorsement, you have to pass a State and Federal back-ground check for threat assesment. You can check the list of disqualifying convictions here: http://www.ksrevenue.org/pdf/hazapp_back_011105.pdf. If you're still not sure, call your local DMV (Department of Motor Vehicles) Office and ask them. You can find your local DMV Office here: http://www.ksrevenue.org/dmvdlstations.htm

Well there is a lot of factors involved.
Is he on probation? Can he leave Kansas?
Does he have a current suspended license in that state?
Will he be visiting or staying permanently?
Is he a U.S Citizen?
