Chances are if he didn't meet his union rep within the first week of working there, the union isn't involved at his location. Typically the union rep is a fellow worker with the added responsibility of being the groups rep for the union.

Check with the local offices in Manhattan of Building Local 32BJ. Give them your uncle's work address and see if they cover that location
