A dehumidifier will stop the mildew, if you have any you will need to clean it with a bleach solution. Try a few boxes of Arm&Hammer Baking soda

bleach in a spray bottle will do it, also Tractor Supply Co sells a mouse smell pkg. its about $12 for a four pack, you use it to rid your stored car, tractor or camper of mice, but will work great to 'freshen' a musty smell.

You need to run a dehumidifier, that smell is telling you it is way too damp down there.

Place a small cup of vinegar in the centre of the offensive-smelling area and it'll absorb all the nastiness. (Don't use it over your fries afterwards though!)
