Generally speaking, it's not illegal to put a stop-payment on a check in any state in the union. The problem is you CAN get in trouble for putting a stop-payment on a check that you issued for a bona fide debt, especially if the Federal Government or the state is involved. See, some people will file their taxes, write a check to the state or the IRS for the amount they owe, then they'll either put a stop-payment on the check or they'll close the account. HIGHLY illegal. Same goes for checks that you send out for bills like utilities, car payments, insurance payments, credit card debt, etc. If you attempt to do that, the company or entity that you owe money to can have liens placed on your personal property and can even have your wages garnished in some cases.

Stopping payment on a check isn't illegal, but buying something and then not paying for it is, unless of course the merchandise wasn't what it was supposed to be or was defective.

It's not illegal to put a stop payment on a check period. But you can't do it just because you changed your mind about buying something you already bought. If you put a stop-payment on it you better take the person/store cash before they receive stop payment.
