Your local Dept. of social services could probably help you. During the summer they will give out air conditioners to low income families and during the winter they have what is called fuel assistance which helps with the oil bills. They also are the place for food stamps and such.

contact social services in your area look in the phone book for energy assistant programs, if you recive any assistance from the goverment call you social worker thsy should be able to help
