As an American Indian, I am perplexed at what Indians had to do with railway cars in 1862. So I expect that you are referring to something in the nation of India in Asia, and for that I am clueless for a different reason. Sorry, I know some of the history of one, and (almost) none of the history of the other.

I would go to the office of the company that supplied the other cars for the train and make arrangements to have them build the sleeper cars to be added to the train.
