Because the adspace costs a truckload for the advertisers, so they need to be sure they are getting value for money. The volume goes up when ads come on - it is designed that way to make people, who can't find the remote control, go out and purchase all the advertised crap. And guess what? It works, and has been working for years...
Personally I watch channels that don't have ads :-)

Its more likely to penetrate through the toilet door while you pee. And people respond to louder commercials in the same way aswhen they were being told what to do their bossy mother from childhood. Then the hypnosis takes hold and before they know it they are holding what was advertised and an oedopal complex too.

It's to get your attention after having been lulled into a stupor by whatever pish you're watching, it's so the people that pay for the adverts haven't wasted their money.

actually, i have read that they are not LOUDER-they are just equalized to boost different bass and treble levels higher. actually, limiters on the transmitter would keep sound from getting louder. limiters protect the transmitter from blowing up by keeping excess volume from reaching the tower even if it is louder in-studio on the audio chain

because most people leave the room during the commercials and they make them louder so you can still hear them in the kitchen or bathroom or whatnot.
