Yahoo withdrew the outlook option years ago. They now let you have it if you pay them for the privilege.
I find that Gmail is better and it allows you to retrieve mail via outlook express. The best part is it is FREE and you can store mail on the web without running out of space. The sad part is you can't send exe files through it. Never mind, the simply outrageous mail box is fantastic. Yahoo should learn from them and keep us old timers happy.

Yahoo! Mail users can read their email in Outlook by subscribing to the Yahoo! Mail Plus service. This service allows you to use Outlook or another POP3 client to access and manage your Yahoo! Mail messages.
If you are a Mail Plus user, then only you can access yahoo mail via outlook legally(there's a workaround too but you shouldn't be asking it on yahoo answers)

This will connect to it text only and yes it works with the free account. It has a very small app that stays in the system tray and lets you know when you have new mail. And it is free which is even better. Great little program to keep track of several email accounts. Works with AOL, Gmail, Excite, MSN and a bunch of others too.

you have to get yahoo mail plus I beleive. That will enable you to have POP3 access which is what you must configure to use a 3rd party mail viewing application.
