Not letting an old person die in peace, but getting them to a hospital against their will,
Making people who are all alone at their work place lawbreakers if they smoke,
Making parents send their children to school, although they could do a better job by themselves,
Not letting us decide on our own what risks we take, especially with food,

Those are the ones I can think of just now, but I'm sure there are many more.

To empower someone is to give them official permission or authority to do something.
Therefore disempowerment would be to remove that permission or authority.
