I'm not sure of your context. Besides commissionaires, who are often taken for important uniformed personnel but actually are just doormen who happen to be veterans
http://www.londonancestor.com/charity/corps-commissionaire.htm (does anybody remember that line on this point from "Yes Minister!"?) there are Commissioners of various kinds: in Brussels (very important) and in courts of law: Special Commissioners and General Commissioners, who decide tax cases.

A Google search shows that there are other such tribunals where the judges are styled "Commissioners" http://www.google.com/search?hl=en&q=special+commissioners&btnG=Google+Search Perhaps that's what you mean.
