Yes he does, there is no proof he is dead, or alive for that matter.
The time from proof of him being dead and payout depends on many factors.

-DNA test
-What country you are from and could this block you getting the reward
-How did he die, was it you who killed him, if so could charges be brought up against you?
-Are you in the country where the death took place legally?
-Do you want cash or check
-Time for the check to clear, the larger the amount the more time it takes to clear
In total I would guess about six months to a year
