If he always told the truth, then he can't be a liar, so therefore he's lying when he says he is one, and so can't always tell the truth....
But if he was a liar: He could call himself 'The Man Who Told the Truth', which is a lie, and then proclaim that he's a liar, which on this occasion would be true... So yes he must be telling the truth, even though he's a liar.

You would think that he could be telling the truth, but as hes only proclaiming he has lied, that doesn't mean to say he 'actually has lied' about himself being a liar and is telling the truth....he could be lying about telling the truth of course!

It depends on the situation of what he's talking about. He can
say both things and if he's telling the truth, then it's up to you
to believe it and it's not necessary for him to declare that he's
a liar.

Both! I would imagine that externally he is a very truthful man, but inwardly he might be lying to himself, it could be about anything, sexuality, enjoying his job, loving his wife and children.
He could be dying inside and lying to everyone who thinks he is a happy man living your standard american dream. Finally when he just can't take it any longer he proclaims to the world "I am a liar!" because of the things he tried to lie to himself about.
Therefore he is externally truthful, and internally lying and is both.
