but I don't know if it is illegal to have them as a pet or if it is illegal to buy them either. I don't need a sea otter just a regular river otter. It would be great if you guys could help me. Thanks in advance.

It's not legal to keep them as pets. They need their own habitat, it would be cruel to keep a wild animal like that as a pet.

Otters have not been bred for captivity, and would likely not survive a normal lifespan, would be lonesome for their native habitat.

They are infinitely cute and fascinating. Maybe you could just study them and become the local "expert" on otters.

You could always go on to college, study zoology, make otters your specialty then, and get to be around them in the wild, and to some degree, perhaps in a laboratory setting.

1. The otter would bite and shred you to pieces with canines as large as a dogs. They can be very aggressive animals. Do you know how to train an otter? I severely doubt it.

2. It would outsmart you.

Go to your local aquarium or zoo and ask a keeper why people shouldn't own otters as pets. He/she will clue you in.
