You could have a bad module of RAM or a bad capacitor on the motherboard. It could be a failing power supply. If you have added a device it maybe a conflict.
If it wil boot to Safe Mode (Tap F8 when starting your computer) it will be as the previous member suggested, software.

Number of possibilities;
1) SMPS Problem, SMPS Fan prob etc,
2) CPU Fan fail / not cooling properly.
3) RAM problem
Your questions is not very clear, u may mention whether it boots, or all this happens at what stage exactly. so that an accurate analysis can be tried.

If you work in xp
start the pc in safe mode and rightclick on mycomp-> click properties-> click on Advanced tab->Startup and recovery click settings ->under system failure uncheck auomatically restart
It should stop restarting again and again.
TO GO IN SAFE MODE PRESS F8 KEY WHILE IT IS BOOTING

In the startup folder check if there's a shortcut name empty. If it is there then my friend you are infected with Brontok virus. Try cleaing it.
PL. clarify at which stage the system restarts i.e. after switching on, afetr bootstrap, after windows is booted completely or while running a .exe file like windows explorer, iexplore etc.
