You have a serious hardware problem. If the cpu is broken, this will happen. Sometimes, the fan on the cpu is not working, the cpu overheats, and the mainboard shuts down to protect it. You have to open the case, locate the cpu fan, turn on the computer and see if the fan starts up before the computer shuts down - chances are that it doesn't, and in that case, you are lucky. If the fan works, and the computer shuts down anyway, it is probably the cpu that is broken.
This may not be the problem, could be some other hardware problem, but this is the most likely cause. So you need either a new cpu fan, or a new cpu, or both.

I think you meant Dell 2350, it would be helpful in troubleshooting if you could be more specific. How long does the system stay running? 1 second? 5? 2 minutes?
If it shuts down before the BIOS even finishes identifying hardware, it could be your power supply is failing.
If the system shuts down very quickly, one second, it could be your power switch is bad. Try holding the power switch in for a couple of seconds when you start the system. see if that does it. Obviously don't hold the power button in too long, 10 seconds, you will initiate a reboot.
