Sounds like black spot--a disease miniature roses are very susceptible to. If it's outdoors get a fungicide like Daconil (called Fungonil by Bonide) or Ortho's Funginex (newly renamed Disease Control). Roses are labor intensive. You have to stay after them all growing season. Either of the above 2 you need to spray every 7-10 days. When it send out new leaves they should stay healthy as long as you're spraying on schedule.
If it's an indoor plant spray it as above with Safer Disease Control. It's just a sulfur spray but it works on black spot.

Did you over-dose it with in-organic fertiliser?
If the answer is a 'Yes', keep the pot under a slow flowing tap and allow the excess fertiliser to dissolve away.You might be able to save it still.
If you left it un-watered for a long period and then over-watered it, you might have what is called 'Die Back'. This happens when dried root hairs decompose under sudden moist conditions.It travels from the tip of the finest root upwards, thru the stem to the very tip of all the branches. If this occurs, you need to do something drastic as there is only remote chances of reviving the plant. remove the plant from the pot, was the roots of all soil.Trim off all discoloured roots using a sterilised scissors.Dry the remaining roots with a clean cloth. Prepare a weak solution of Potassium Permanganate. dip the roots in the solution for a minute.Air the roots for an hour or so.Replant in a clean pot of slightly moist coarse sand.Keep in in-direct sunlight, or somewhere so that only the morning sunlight hits the plant.Water using a hand sprayer with care, preferably often, with the minimum of chlorine-free water.

Ask a gardening store but it is probably the time of the year and they just go back to being a stem just like when trees lose all there leaves,it is natural for roses to do this untill the right time of the year when they get there leaves back and re-flower but you also need to prune them at a certain time during the start of Spring.but the plant need pruned in a certain place otherwise it could not flower for a few years or die, If you can wait I could tell you a lot more as my older family member are professionals at growing them,probaly why their is so many of them around their house.

that is your problem dont keep plants in pots for to long they eventually have no where else to gro plant it in the ground water it with some liquid fertilizer and repeat every 7-14 days
