depends on the material of the blinds, generally you would have to take them down and wash them manually in like a bath tub or something similar as suggested previously.

If they are WOODEN venetians (my type)

I use something very similar to this --- http://www.lambswoolduster.com/images/products/flexiflat.jpg

the above pic link I use something very similar and the same shape. I would dunk it in a mop bucket of warm soapy water not too Hot or too Cold just medium temp - and rub away ()in between the blinds) while still attached to the window - would also attach an old unused bed sheet behind the blinds to prevent heavy excess water hitting the window the blind is on. Would do this individually for each of the three blinds in my living room - works fine. I Don't do this very regularly _about once every 2 months.

hope this helped.

Ok I sell window blinds and some of the suggestions are going a bit to far. All you need is a feather duster to run along in between the slats on a reugular basis this will keep them clean, If there are any dirt marks you just need a damp cloth. Soaking them is a big NO as it will stretch/break/paint peel off/or mark them for life!

I put mine out on the washing line , i tie a piece of string at each end and one in the middle of the blind and tie them to the rope, then i use a window brush with some soap suds and wash blind with the brush , then i use the garden hose to hose them down and leave to dry ,( don't do this on a windy day ), it works a treat blinds are like new again..

If they are metal Blinds..Then Take them down.
Lay an old Towel in the bath.
Run hot water and some washing up detergent into the running water.
Carefully Lay down the blinds and submerge them in the water.
leave for 20 minutes(Depending on how soiled they are)
Put an Old dry towel on the floor.

Hold up blind, Draining excess water off-Then lay on dry towel.
Opening out the blind to its full extent.
Wipe off excess water with dry absorbent cloth.
The dirt & Dust should now come off easily-Leaving you with Shinny new Blinds!

If they are wood use 1 damp(Saoked in Mild Liquid Detergent)and 1 dry cloth and wipe individual blades untill you come to the last one!(Wet then Dry)

Put on both hands a pair of old socks and dampening the socks in vinegar (or a cleaning solution)
This allows better management in thoroughly cleaning the blinds with out injuring your hands.

Hang the blinds over the shower door (so they're inside the shower), and then step inside the cubicle with your blinds. Spray them with a solution of hot, soapy water, wipe gently with a sponge, and then rinse them down using the shower head. Leave them hanging from the shower door until they drip-dry....or if you want to re-hang them immediately, wipe dry with a lint-free cloth (like a kitchen tea towel).

there is a duster out that is designed for dusting them, but that also means you are moving dust from one place to another and that only if it hasn't built up to a point that they are full of grease or mould,in that case i would try something like taking them down and putting them outside (fully open) and spray them with a household cleaner even oven cleaner and then spray it off with the hose or splashing a bucket of water on them and leave them to dry,but in saying that I do some stupid things at times so that may not work.
good luck

You should be able to buy a special brush designed to clean venetian blinds from your supermarket.

Other wise take them down and wash them in the bath with a mild degreaser or washing liquid.

I used to take them down from the window, put some ties to the top and fix them to a clothes line, open them fully, then tilt, then wash them down with a sponge and soapy water, hose them down to rinse, dry over with a towel and leave to dry in the sunshine. I used to have them at all my windows, and I did this with them every summer, one a week for 10 weeks. They lasted over 20 years. Enjoy !!!

There is no easy way to clean these inventions from hell. I put mine out on the garden and wash them with a floor mop and warm soapy water, then dry them with a towel.
