When you say "cry", are talking about the act of producing tears or the verbal cry/whimper? Actually, they are capable of "crying" in both senses of the word. We all know from personal experience that dogs can produce a verbal cry or whimper when they are in distress. Like humans, dogs also have tear ducts. They have two tear ducts around each eye. One is located above the eye, and the other is located on the dog's third eyelid. As in humans, the main purpose of these ducts is to keep the eyes lubricated.

Most mammals will produce tears in response to extreme pain or other stimuli, but crying as an emotional reaction is considered by many to be a uniquely human phenomenon, possibly due to humans' advanced self-awareness. Some studies suggest that elephants and gorillas may cry as well.

Dogs do have tear ducts but only to lubricate they're eyes. They do not form tears like humans - but I that doesn't indicate they don't feel emotions like sadness. It's just that they are physically incapable of shedding tears.
