Absolutely it does! Never use Cedar as a mulch as many many plants will die if mulched with cedar. There are many plants that will not even grow near a cedar hedge.
Are you mulching for weeds or to hold moisture?
You need to consider the water requirements of the plants you want to mulch and if having mulch may provide the ideal conditons for mold and fungus.
Here is another really important consideration - if you are mulching a vegie garden ( or strawberries) with straw for example - you may be providing a wonderful opportunity for wee mice to travel unseen to and from your harvest.
Mulch can also harbour night feeding insects
These are only only a few considerations - so as you can see - yes, the type of mulch does in deed make a difference.

No it shouldn't. Did you know that mulch is actually roadkill? All the deer, animals dead in the highway are made into mulch. Saw it on Oprah the other day, pretty gross!

If it's all natural wood chips, shavings or bark without any dye or other chemicals it will eventually decompose providing nutrients to the soil.
