I'm using the Micromedia flash MX. To put sound is very easy. Just go the 'File' then click import to library the music or sound you want. The library is located at the 'Window' if you don't have it open already. To put the sound, insert a new layer and drag the music to the stage. There! You have your music! But if you want to loop it, stop or have a button to play it is a different matter though. Oh yeah, remember that the whole layer is for your music. Don't put anything else on that layer.

I don't really understand what you mean as to 'trace over the other picture'. But having new layers always helps.
