If you graduate from a management course in uni, you're usually given a B.Sc (or M.Sc). Of course, real management is also an "art", as with all subjects dealing directly with people, but it's just popular to highlight the "scientific" approach used (whether that's true or not). Engineering is a science - the degree given is B.Eng or B.Sc. I've never heard it refered to as an art! - though the design part could be vaguely considered such... Accounting is also a science, as it's math-based; again, a B.Sc is awarded upon graduation.

Management is both a science & an art. It is scientific in a sense that we try to rationalise human behaviour & try to manage these same behaviour through understanding & application of methods.
It is an art form in that humans differ greatly in terms of characteristics & behaviour & that theories & scientific rationalisations are applicable only in general & are "not one size fits all". To manage people mean having to be dynamic in your approach to handling people.
The same goes for engineering & accounting in that we also work & interact with people.
