Maybe something to do with his real persona - Take spiderman for example - Peter Parker is the real person hiding behind the Spidy mask. By wearing his trollies outsight Superman shows that he is unlike other superheros 'inside out'. Superman is the real person hiding behind a Clark Kent mask

Probably the idea of the creator of Superman to make him look more different and create an Identity?
I'm sure they tried many different customes, and finally settled on that.
The only way we will truly know is the creator answered the question.

the first time he got dressed in a phonebox at superspeed he got it the wrong way round but after all those photos appeared of him he couldnt admit to his own super c**k up so it kinda stuck really!
