Those specs are rather minimal.
Test your machine here:
In the black box, pick The Sims 2 - or the version in question

If you see several red marks, you may be very unhappy using this machine. It's gonna run slow, and if you get several expansion packs, your game play will get very frustrating. Laptops also run quite hot, so your game may lock up from the heat and crash.

What you can do... If you keep the sim houses simple, not too much garden, not too big a lot, not too much furniture and not too many sims on the lot. If you also keep the vid resolution for the game very low (cartoon like and flat looking) you may be able to play the game just fine.

As you play the game, changing from different parts of your neighborhood may take a minute or more from scene to scene. On one machine I tried, it took an hour to get into the taxi and leave one of the commercial lots. The machine can get hot enough to mark some natural (wood) surfaces, so you may need a laptop cooler. (google laptop cooler)

You can do it, you can have fun, but you will be paying the price of using an office machine to run a something that a gaming machine is built for. I have several machines and office laptops just do not compare unless you can afford an Alienware or gaming machine.

Office laptops can play other video games ok but sims 2 is a new generation of game and very demanding on a system. For your budget, you'll get a lot more bang for the buck if you get a desktop and it will run cooler because the CPU and the vid card, and the case will have room for many fans. But if that's the best you can do, it will still be lots of fun if you strip things down to a minimum :)

It should work on your laptop although you may find it runs a little slow or freezes every so often as your spec is at the lower end of the acceptable scale.

I would say given the specs of your laptop it should work well enough - I play it on my laptop with similar specs.
