If you refer to the TV or the Internet, you have done a bad work up to now...
These things are fixed from the very beginning.
What you can do now, is try to draw your children attention to other things, like playing interesting games with them, going places that could be of interest to them like kindergardens/faires/festivals/zoos/children's museums, visiting parents and family, visiting other friends with young children so they can play together.
A means to get your children away from TV programs, is to buy them a PS2, then they will watch on the TV the games they play, and they will forget everything about TV...
Have you tried to show them how to make objects from old "nothings" you don't use at home any longer? Do they like painting? Do they like dancing? Music?

Regarding the Internet, there is special software, that controls what your children see; google something "children cyberprotection" and you will have a broad choice...

If you search, you will find things that might keep them away from things they shouldn't see...

Good luck!

Have a look here for some parental control programs. You may have to purchase a product but it's worth it if you want your children to stay safe online:

You really can't but you can explain to them why you don't approve of certain things and why it is wrong to look at those things. The one thing that still holds true is if you tell them not to it makes them want to see it more but if you explain it and don't focus on it neither will they.
