Anyone know of an artist who fills up balloons with paint, attaches them to a board, or canvas, then pops the balloon? Links would be very helpful!

Based from your description, I'd say its very close to Jackson Pollock approach. Jackson Pollock is definitely the very good example of abstract expressionism. Some people might called it 'child art' or whatever, but most of masterpiece depicts gestures/movement/flow or emotions of the artist, thus expressionism comes into the picture. Its all about spontaneity.

Although splattering balloons might not be one of his painting techniques, but its an almost similar approach.

There is a brazilian artist who uses ballons with paint and explodes them on billboards. Had a show at the henry moore institute in Leeds england this summer forget the name now.

I have researched this and cannot find the name. I saw a demonstration of this on television once and now it is really bugging me.
