I've had tinnitus for 6 years. Affects hearing, mood, anxiety, etc. I've asked several doctors this question with no confidant answer.

It depends on the cause of tinnitus and the cause of deafness. There is a "chain" of structures involved in hearing. At the center is the brain. If the source of the tinnitus is closer to the brain than the cause of deafness, it will persist (all else being equal).

Oh my. That's some strange and dangerous stuff you're believing! In fact worrying that God made you deaf, or that the Devil made you deaf can lead you to struggle with major mental illness if you ever have a particularily stressful time that triggers anxiety. I think God loves you, he wanted you to be whole. He wanted you to hear! Unfortunately there are things that go wrong with our bodies. People's hearts don't always work properly. Some people have terrible lungs. Other people's pancreases don't work like they should and they get diabetes. Some childhood deafness is still unexplainable. One day the child can hear and shortly thereafter he can't. It doesn't mean we'll never understand why it happens, but I guarantee you it wasn't God or the Devil who did it! Does God give babies holes in their hearts and cause them to die "so that they won't feel pain?" Are some kids born without legs so that they'll never walk in the path of harm? Doesn't that sound rediculous? What's the significance of "not hearing evil" when you can open a newspaper and read all about it, get on the internet and be exposed to as much good or bad as you can imagine? Maybe you're still young. Maybe your mom is telling you lovely things like "God doesn't want you to hear evil" to help explain to your young mind what's happened to you. But don't take that as fact! It's just your mom showing love. People have to deal with all kinds of things: deafness, blindness, cancer, handicaps, abuses, illnesses. Everyone has something to deal with and try to cope with and rise above. It's very important to be realistic about this. If you go on thinking that God afflicts you like this there could some day be no end to it. If somebody dies in your family, do you then think God is punishing them? You can't say that God puts every obsticle in your path, or you'll just end up blaming him when there were hard but important things you could be doing to overcome and keep living a good and happy life.

I recommend you read The Aspirin Alternative by Mike Loes, It is the only reference I have that offers any kind of useful advice. (Pg 185-192)
