Strange question. The answer is certainly no. However, it is very possible for someone to be working so hard that he is no longer thinking straight, and hence makes dumb decisions. That could look like a lack of intelligence. Working too hard creates stress, which affects how clearly we think - not the same thing as intelligence.

Generally what make someone loss intelligence is to stop learning. Letting the brain cells coast on automatic is the death of thinking ability. The brain, like your hardworking muscles, needs exercise.
