Depends what you want to use it for!
One persons best is another persons arrghhh!
start of with a general purpose distro and go from there.
A lot of 'noobies' I know like UBUNTU.
Red Hat do a free version Fedora -
Both of these are a good Windows replacement OS .
Also they are free.
One piece of advise Microsoft are giving Virtual PC 2004 away for nothing ( Yes MS Giving something for Free! ),.
I recoment installing this ( asuming you have a winows machine ) and 'trying' Fedora or whatever in a Virtual machine.
sort of a trial run, better than screwingup a whole machine because you have an instalation problem

If you want to learn about linux the best start is to download a "live" CD. This will run the whole linux OS off the CD and not require any hard drive space. Knoppix is the best (http://www.knoppix.com). The thing you need to keep in mind when using any live cd is that it will be slower than if you installed it on your hard drive. You will also have to remember that any changes or files you save will be lost when you shut down the computer unless you save them to a USB drive.
For installing then I prefer open SuSE (http://www.opensuse.org) although I have heard good things about Ubuntu. Both are free to download (download the .iso images and burn them to a cd).
If you are going to have Windows and Linux on the same PC, install Windows first, then install linux. Windows will overwrite all partitions on your hard drive.
If you have any more questions shoot me an e-mail and I will be glad to help out.
PS - As long as you are not using a USB DSL modem then linux will work with Tiscali. The modem they send is pants anyway and you should use a proper one.

There is no "best" linux system. I find ubuntu available as a iso download or cd in the mail the easiest to work with. The cost? Free from www.ubuntu.com. You need a cd burner for the iso. As a matter of interest, there are some linux systems desiged to be run from a cd or pendrive. DSL linux and puppy come to mind. There is also a pretty good system available from www.freespire.com. WIFI is an ordeal of epic proportions, but ethernet or phone both work well and easy. Also, look at www.opensource.org.

All Linux distributions are free, except those for bussiness platforms (here we have Red Hat, Suse, BSD..).
It's hard to tell which one is best... All start from the same Linux kernel but depends what they include with it, if it recognizes a large variety of pc components and so on.
Go to distrowatch and see the classification for linux distributions. It's a strating point. Currently at top are Ubuntu, openSUSE and Fedora core (supported by Red Hat).
On distrowatch you'll find all the links needed to see what the distro has to offer, user forums and links from where you can download the iso file.
