It's hard to guess out of context. Maybe it means biological functions are inequal - like, women can't impregnate other women.

Or, maybe it means that even though women technically have the same rights to professional jobs and voting as men, there's still more men than women actually doing it... The rights are there, but in practice there's still a disparity.

Simply mean, the role they play are different.

Most of the time, in today's context, when we think of submission and leadership, we will think of one weak party submitting to the other who behave like dictator.

But when the Bible taught about wife submit to the husband as the church submit to the Lord, and Husband, love your wife as Christ Love the Church, that is not the case of weakness and dictatorship. But partnership with different function.

I once told my managers, drivers, stores and sales person, that in the company, I may be a General Manager, but we are all equal, and different by function.

Drivers function is to safely provide the transport for everyone to use. Sales is to bring in the business. Store, ensure proper accounting of all goods in and out of store. Managers of various department, to ensure that workers under them know their job, provide guidence and direction.

As for me, my duty is to ensure the business progress, and that all 300 workers have wages at the end of the month.

Drivers can't perform my function, nor can I be as good a storeman as the person that's doing the work now. That is management by function.

In the same manner, the Lord had created Adam first, giving him the authority to name all creatures (including eve). But that does not means he is lord over Eve. But Eve was his helper.

There are things Adam cannot perform, and Eve will be there for him.

As Christ love the church. People (expecially those Female right group) will think that it is unfair to women. But Christ sacrificed for us sinner before we repent. So in the same manner, man must give in to the wife, and love them sacrificially, before they know their mistake.

In marriage, Man and Wife perform different function. Beside the household chore, there are also differences in emotional aspect, spiritual, etc. We are all build up differently.

As man are generally not as emotional, thus they are better suited for the management role, one that can think clear without haveing influnce by emotions. (Generally true, but not always right).

Taken out of context, it's difficult to guess what it means. Maybe that women are equal in theory and in law, but not yet in practice???
