I have wondered the same thing myself and have only heard one explanation that even begins to make sense. First, according to the guidance from the Writings shown below, there will come a time in the future when the reason for this will be very clear. Since we are not there yet, the best we can do at this time is speculate.

The explanation that made the most sense goes something like this - the reason that women are not allowed on the House of Justice has to do with rights and responsibilities. For instance, women have the responsibility to be the first (not only) and primary educator of the children and the Faith helps to ensure this responsibility stating that a family, if it can not provide for the education of all of its children, should educate its daughters first before educating its sons. In sum, there may be responsibilities that are assigned to women that are incompatible with being on the House of Justice.

On a more personal note - the House of Justice is an infallible body. Their decisions when properly made during a meeting are always right - what are the job qualifications to be on such a body?? No one knows because there is no other body like it in the world. For example, if a women was on the House of Justice and became pregnant how would that influence the operation of the body. My sister-in-law just went through 2-3 months of bed rest during her last pregnancy - how would something like that effect the operation of an infallible body that is suppose to be able to hand the affairs of the world at any time?

That is about it. Great question and I hope that both of us make it to the time when the answer will be as 'manifest even as the mid-day sun.' because I certainly want to know the answer.
