On the off chance that it's for real: I don't know if there's any country on earth that allows brothers and sisters to marry. You could, of course, live together without getting married, but I sure hope you don't try reproducing. The odds of babies having genetic defects go way, way up when the parents are closely related.
Seriously, get over it. There are lots of guys in the world that would be wonderful for you, there are lots of girls that would be wonderful for him. You should both find someone else - you don't need the added complication of breaking this particular societal taboo.

seriously you need to get out in to the real world, nobody is going to want to be friends with a brother and sister who are in love with each other, and if they do it will just be to keep you around as a source of joke material, and what if you have kids with each other? how are you going to explain that to them, what you are doing is nasty and wrong, even if I knew of a way you could legally marry your brother I wouldn't tell you
