I am not entirely sure what you are asking in your question, but I believe that you got a speeding ticket and now, rather than doing the right thing, you are looking for a way to play the victim. Perhaps you can say that the officer "had it out for you" or that you were "going with the flow of traffic". Maybe the officer claims that you were going 48 mph in a 35 mph zone, and you are certain that you couldn't have been doing more that 45. Pay the ticket, watch your insurance rate go up, and think about public transit. If the public transit in your area is inefficient WORK to improve it!! You are a danger to society when you are driving.

I'm guessing you got a speeding ticket, right? And you want to pay with a discovery card? Right? Well, go to the court ask where is the speeding ticket section. Once you get over there, they'll tell you how much is the ticket, and since I don't know How many you have? But don't worry, they'll tell you over the counter!!

A discovery on a police officer for a speeding ticket. Do you think this is Perry Mason?

Motion to discover does not apply for a speeding ticket. You can "contest" the ticket by going to court and tell the judge your side of the story, but most likely you are going to end up paying for the speeding ticket and court costs, and points off your DL.
If it was a traffic unit, which means they are especifically trained for that purpose to catch speeders and DWI's you have no chance.

You're not entitled to a jury trial on a speeding ticket, so you're not entitled to a "Discovery Motion". In a perfect world, all that could be provided at "Discovery" is already printed on your ticket.

Try the freedom of information act request.
Look on Google and type "freedom of Information act California"
and it will probably give you the law on California. You can get information on your own without going through discovery.
You can fight this ticket, whether it's through calibration of the radar, or get information regarding this officer.
