The Army Reserve is a "back up" for the Active Duty component.
The only requiremnt if you are not a U.S citizen is that you are a Resident Allien with no prior convictions above a class A.
The reservist enjoy some of the perks of the military but since is considered a "part time" job they don't enjoy the full benefits as the Active duty members do. I know since I was active for 61/2 and now I'm in a reseve unit.
We do battle assembly once a month, and we do our 2 weeks a month mandatory trainig, with in the fiscal year. If you plan to join I suggest that yuo look into both entities. Active and Reserve and see which one you like the best.

Good Luck

17 is not a disadvantage. I was 17 when I went in, active duty. I turned 18 in basic training. As Wine said though if you want to eventually go active duty you'd be crazy to join the Reserves/Guard now. Switching from Reserve/Guard to active duty is NOT as easy as some people would have you believe. Especially these days. And no, it is not possible to go active duty and complete school..... You have to have your high school diploma in hand, or at an absolute minimum a GED and 15 semester hours of college, before going in. Even if you're 18. Even to do the split option in the Guard you have to still be in school and on track to graduate on time before you can do it.

Yes, when I was in the Army there were many soldiers from other countries who were not yet citizens. Many from Mexico, though some from Pakistan, Bulgaria, etc
