Moral and ethical values are transitory and they change with time, place and mind-set....they are basically to tame the animal in us.
intellectual progress has nothing to do with morals....even a highly intellectual person may be immoral in society's eyes

clearly not.... personally, i think as average intellegence in the west has improved, so the morality has declined.
i suppose this is because as people become more aware of their environment, they become more obsessed with the self (a concept developed since 1920s, but also a human trait). and selfishness has become a higher priority that morality and govts look more towards satisfing that precept instead of actually being responsible...
