Well depends what you mean by flirt
But in the context most people use, women usually more nowadays as most men have no idea that theyre flirting while women know exactly theyre flirting

they surely mastered it over the ages!
men only pretend that they own the world and hence the women, as well. So, whenver they have time they would flirt ( & they have least time to flirt)...... they just keep-on boasting....about exploits etc......
but if u are in company of women and not seen by them; then u would be shocked what all they discuss and "PLAN"...
( i was once, not seen by them; in a company of women and girls; in a marriage ceremony.......)
real smart players are .......... women!
