With your grades and SAT scores, it might be a bit hard to get into the ivy leagues, but with a very strong essay and letters of recommendation, you can still get in cause your grades are not that bad. BUT it's going to be an uphill battle.
For UC Berkeley, they usually accept you when you're in the top 10% of your class, it is very competitive and they will grant those with higher grades and scores.
My best recommendation is for you to apply to USC, UCLA and UC San Diego. These three schools have good academic reputation and you have a better chance of getting in applying to these schools.

Goodluck, and knock them dead with a killer essay describing your service and activities. They eat up that stuff!

Easily get into UC system with good essays and interviews
You have the character most schools are looking for in terms of being well rounded
However ive leagues are a stretch to be honest since theyre more numbers based at first glance

maximum US colleges will settle for global scholars. no matter if it really is a state college, it will be more cost-effective than a private college, yet when you're not to any extent further a resident of that state and do not pay taxes to pay the expenses for that faculty, you will pay the nonresident cost clone of any those who do no longer stay in that state. once you've been residing in a particular state for 5 years, then you actually will be a resident and would pay the resident value. you should take the SAT tests like each human beings else adn they're going to examine out your grades.

Ivy League is probably a stretch.

USC/UC is probably doable.

Hire someone to craft your resume.

And as always, it's who you know.

Good luck!
