It would not have made any difference had India not been devided on basis of religion in 1947. But against the unpleasant event in past any unusual increase in the Muslim population poses a potential threat to the National integrity and their legitimacy to continue in India? They are seen concentrating in the bordering districts which exposes a sinister design threatening the sovereignty and integrity of the nation.

Indeed, India is the home of Deoband Islam

the inspiration for Salafists, Wahhabis, Taliban and arguably Sayyid Qutb and the Muslim Brotherhood.
The point is not their faith or beliefs, although one might not wish to allow infiltrators with a political bent. It is the question of sovereignty and the modern right, or need, to secure the State's borders.
There were, especially in the years after the creation of Pakistan, many cases in the Indian law courts on the nationality rights of those who happened to be on the wrong side of the border when it was created.
Americans are of two minds with respect to Mexican labour: the farmers whose crops are rotting in the fields for want of pickers http://groups.google.com/group/alt.politics.bush/browse_frm/thread/4d73d8c930253ce/0e4ebbdfaf474a39 and those who think their culture is being overrun, or their wages kept down, by hoards of foreigners. http://www.latimes.com/news/printedition/suncommentary/la-op-skube21may21,1,4756945.story
Is there any reason to think that politics are much different in that other great democracy, India? They certainly aren't here in Switzerland, one of the smaller democracies: but our borders are more or less sealed and the results of the recent plebiscite will make them more so. While my canton voted more liberally than others it still approved the measure. http://www.dw-world.de/dw/article/0,2144,2183774,00.html

There have been Muslims in India almost since Islam was invented. Part of the excellence of India is that is exists and functions as a unified country despite its huge ethnic, linguistic and religious diversity.
