Should the state impose a curfew for Oakland and enforce with the National Guard?

I know about the Posse Comitatus deal, but just posing a social science question.

Wouldn't work - wouldn't be legal. Oakland and Richmond are odd ball cities. Some areas are nicer than Blackhawk, other areas are worse than South Philly. Your police chief is the ex-Assistant Sheriff and a crony of the current Sheriff. Perhaps you should get someone more in-tune with the city (and understands its demographics).
