Depends on the issue. If it's a medical issue, take the supporting documents to your recruiter and get them submitted as a letter read. If it's a civil issue, a determination has already been made if you were turned down. There is nothing you will be able to submit to change that. Also, if you are turned down by one service for a medical issue, check with the other services as each has just a little more lattitude than the other.

Sooty Cat is right you need to speak to your recruiter, I'm surprised they actually turned someone down.
They're there to work for you, present your new evidence and keep at it,
