It's probably keratosis pilaris. In spite of the somewhat scary name, it's actually very common. I've had them for as long as I can remember. The most common place people get them is the back of the arms. It's basically a build up of dead skin cells - your skin doesn't slough off as efficiently as it should. One way to treat it is with a lotion that contains alpha hydroxy (like glyclolic acid or lactic acid) and/or beta hydroxy (like salicylic acid) and urea. I won't kid you - you have to use the lotion every day, without fail, or the bumps will come back. There are several products available. The one I've used with some success (more, if I could only make myself use it every day) is Neutrogena Skin Smoothing Body Lotion. If your local store doesn't carry it, ask if they can order it for you.
I've read suggestions that coconut oil, Neutrogena Sesame Oil, and dandruff shampoo help prevent it as well, but I haven't tried any of them yet.

I was told by a doctor that it is lack of omega 3 oil. I don't eat fish and I also have the little bumps on my upper arms.

When you shower, use a washcloth to scrub the skin in those areas. That will remove the dead skin and unclog the pores so you won't have bumps anymore. It will take a week or so, but scrub a little every day and they will go away. You don't have to scrub the skin raw - just scrub a little.

I've always had those little white bumps on my upper arms also. although i can't tell you what they are (i don't know either) I've come to find that mine are less noticable after I've been in the sun, but they don't go anywhere, so I doubt it's lack of sunlight.

My dermie just told me the name of these stupid things. I've had them for a while. She gave me some medicine for them and said it will work as long as I'm using it but the bumps will return when I stop using it. They are hereditary.
