Always when you talk to a person call them by their name , not a lot but while you are talking, say their name every once in a while (for example, hey bill or hi bill how was your day today?) Maybe you might say something like are you planning a big weekend kinda sorta talk about him and comment, wait for answers & if you don`t get much feedback this person is probably shy.

Start out by asking someone where they are from and what they like about their hometown. You could go on and on on this topic.
If you are new in town you can ask what's some of the good places to eat at in the area. Or about some of the entertainment that is taking place there.
