You have two seperate issues here.
I think the first thing you need to do is decide if you should go against your church, family and culture. Put serious thought into those things. You do not want to take a leap with this guy, and tell him that you like him, if you are not sure you want to date him at all.
Second, if you do decide to pursue a relationship with this guy, just be honest. Don't come right out and say "I like you" but instead ask him to do something with you sometime, or ask for his phone number. Then, when you are on an actual date, or talking on the phone, you can drop some hints to let him know that you are into him.

You should honor your culture and your family and wait until after high school. As for this boy, you could begin a friendship with him and then, by the time you are finished with school, you will already know him well and you will know whether there is still something special you like about him. If yes, you will be in the very lucky spot of having a boyfriend who is your great FRIEND, if not, you still have both made a friend and honored your family. Good luck!

Are your cultural values that important to you? Are they that important to him for him to risk a relationship? Is there a possibility of a relationship after high school? You don't want to do what everyone else does just because they do it, but you do want to do what is best for you. Is he a guy that you can picture a future with? Will it distract you too much from what you need to accomplish in high school?
Well, if you tell him right out and he does not like you, you may feel a little hurt, but it is okay to be hurt about this. That just means that there is someone different out there for you.
Well, for him to fall for you. Maybe smile at him. Allow your best assets to shine through. Maybe start a friendly conversation with him. Flirt a little.

You need to speak to an elder sister Aunt, some one that is raised in your culture. they may be able to help you avoid the pit falls of the western culture, such as intimate relationships before you are old enough to deal honestly with them

Focus in your studies.If you want to have a relationship as many people have,you need to change your religion,and church.Because you will feel guilty, if you cheat the principles (rulers),of your church.Easy way: finish the school first.Good luck.

Start really caring for him rather that putting your mind straight.When an appropriate time comes when you see favourable behaviour from him then you dont have to hesitate to open your mind.Most important is Care.
