VA and MD are two. This is a tricky question, because states that are not "compulsory" insurance states still have requirements that you buy liability insurance for your vehicle through programs the state offers (like Virginia) for example, even though they are not "mandatory" states.

You are misinterpreting the Non Mandatory Insurance Provision. A State may have a statute that states if a person has the personal assets equivalent to that amount necessary to cover the cost of the liability then the person can fore go the standard required insurance coverage. When the person is at fault in an accident and the damage to the other party is let's say $72,000 then the person at fault pays the money out of his own pocket. However you don't sound like a person who has that kind of money so you better get a good job and pay up.
