Hey there fellow half-Japanese person. Has your friend been to NY before? Or even the US? If not, then that gives you more options. Show her around during the day and have something arranged for the evening already - like book a table in a restaurant or bar and have some of your friends come along as well. You could even make it a surprise. Show her how you do things in Brooklyn!

Have a friend to fake a birthday. Tell her Toyko friend you and her are going to somewhere or stay home for the fake friend's birthday. If she mentions that it's her birthday also, you can apologize, act surprise, laugh, deny, etc... and make excuse about making it up tomorrow or something. When it comes to blowing the candles your fake birthday friend can ask your friend to blow the candles and surprise her then.
