The particles of radiation (gamma and beta in particular) are sub atomic and so being smaller than atoms they can easily penetrate through our skin and tissues. Alpha particle radiation can be stopped by a piece of paper so that's not much of a worry.

It penetrates the tissues just like water into paper. The atoms of radiation are small enough to pass between the molecules of the tissue. Not all radiation can do this, some like sunlight only penetrate the upper layer of skin. Others like x-rays and gama rays punch all the way through. It depends on the power behind it and the length or shortness of the radiation wave, which is unique to each type.

There is as much space between the nucleii of two adjoing atoms by ratio as there is between the earth and the sun. Radiation slips right between the atoms of the bodies cells. Matter is not really solid and impenetrable as it appears to our senses.

radiation is kind like a light wave, it's smaller then the spaces between you cells so it just passes though
