What Jesus said --
Luke 10:27 And he answered, "You Shall Love The Lord Your God With All Your Heart, And With All Your Soul, And With All Your Strength, And With All Your Mind; And Your Neighbor As Yourself."

This teaching comes straight from Torah -
Love God - Deut 6:5
Love others - Lev 19:18

John 3:16 is the most popular, but I think the main one is Matthew 22: 37-39. "Love the Lord your God with all your heart and all your soul and all your mind. This is the first and greatest commandment. And the second is like it: Love your neighbor as yourself."
