yes, incontenence is a rare side effect of spaying. Let your vet know ASAP so the problem doesn't get past repair.

No, bladder control issues are not "normal" following a spay. HOWEVER, a puppy urinating when excited is typical and not uncommon.
You are likely dealing with two separate issues that happen to coincide at the same time. It's important to remember that a spay, although "routine", is an invasive proceedure. Psychologically, your pup could be juust happy to see you, following an experience that was abnormal to her, or took her out of her comfort zone, she may just be really happy that life is back to normal, so to speak.
It's really hard to keep a puppy quiet following surgery, especially when the surgery is done correctly. She's behaving completely normally and you should continue to try to keep her still, even though the effort may seem futile.
As far as the urination is concerned, it is likely something she will outgrow. It's a submissive gesture and completely unintentional. Until your puppy does get control over herself, it may be wise to greet her in an area that is uncarpeted like the kitchen. Baby gates can be very useful in this process. Keep her in an area that is easier to clean up and greet her in that space.
Rest assured, the spay and the urination are not connected, your little girl just happens to be very happy to see you! She should grow out of it as puppy-hood wanes!

A puppy that was just spayed needs to be kept very calm and quiet for at least a week to ten days afterwards. Keep her in her kennel, if that's the only way to keep her from bouncing around. She needs to heal up properly. Talk to your vet. . .it may be that he'll want her to be kept calm for an even longer period of time.
And yes, sometimes a little bladder leakage isn't uncommon after spaying. If it goes on for more than a couple of weeks, though, take her back to the vet for a check-up.

How old is she? Is she very small?
Spay incontinence is VERY common with dogs spayed too young. If she is young or small it may not stop. I don't understand why people want to put a baby under the knife for an unneccessary surgery.

If she was spayed a few days ago she shouldn't be jumping up & down yet. She has not healed yet.
Let her take at easy for at least 4 weeks.
