The BEST way is to take an amtrak train (but it'll cost you $80-$120 each way). The CHEAPEST way is to take one of the famous (or infamous) Chinatown busses that run from chinatown DC to chinatown NY. Most of these bus lines cost $20 one way or $35 round trip.

I've had some good and some bad experiences on chinatown busses - and overall I'd say it's "interesting" though not the most fun experience. If you've done any rugged world travel, you like adventure and can handle yourself in strange situations - then I'd say go for the chinatown bus!

Cheapest would have to be to drive - assuming you own a car. Tolls will be around $20 each way and depending on how your car performs on gas that would be your only other expense. I can usually make it on one tank of gas and have some leftover for sightseeing (my car gets around 30+ mpg).
If you don't have a car checkout bus, train and airfare options. Sometimes you can get cheap airfare for around $150 - $200.

Drive yourself, or better yet, drive with a friend. You can go at your own pace and you will have a car once you get there. I think it will take 4-6 hrs.

Amtrak baby. Assuming you can't drive, of course. Amtrak is comfy and not expensive. Buses are cheaper, but not comfy.
