a quick fix is to prime it with spray Kilz. when dry, paint with your choice of top coat.

You can! I actually do this for a living. Tape over the edges of the artwork (and put paper over the main part) to start. You'll need to rough up the frame a little by sanding a priming the frame. You can get a small container of water based primer at any art/craft store. You can use latex (interior) paint, or even the cheap craft acrylics (like Apple Barrel or Americana) from the craft store for painting. It will probably take a couple of coats to make it opaque. For details, use Woodcraft markers, gel pens or a Sharpie. When you're finished, use a lacquer spray (this is where you want to make sure the artwork isn't exposed).
They come in Matte, Satin and Gloss. I like the Americana brand from Michael's. Once you see how cool it turns out you'll be hunting for more at rummage sales to paint.

They make a Krylon paint which is a spray paint that will bond to any surface. I have painted several surfaces even varnished finished and the paint I used applied well and didnt rub off. You can pick this paint up at most hardware stores or walmart discount stores.

The store bought frame would probably have a varnish or protective finish on it that would not hold paint. You would have to sand it off first.

Just use some steel wool to prepare the surface.
